Scout report
Ones to Watch Retro 19 is an Evolution in FC 27 Ultimate Team that falls under the Visual Upgrades category. Its single level changes a card's rarity to Ones to Watch Retro 19, so it is a cosmetic change rather than a stat boost. This Evolution has ended.
There is only one level, and it upgrades the rarity of the card you enter to Ones to Watch Retro 19. The unlock cost was fixed by EA at 25000 coins or 200 FC Points, so you chose between paying with coins or FC Points. Since the Evolution has ended, you can no longer start it.
It was only for players who wanted the Ones to Watch Retro 19 look on a card they already own. Since it has ended, there is nothing left to do here.
